PADDs were used by such space-faring organizations as Earth Starfleet and the later Federation Starfleet, as well as by the Andorian Imperial Guard, Bajoran Militia, Cardassian Union, Klingon Empire, Romulan Star Empire, and Vulcan High Command. If you are not familiar with Zinn, he was an American historian, and political activist, who made significant contributions to the civil rights and anti-war movements. He wrote a very important piece of literature called <a href="http://en.wikipedia.org/wiki/A_People's_History_of_the_United_States">The People's History of the United States</a>, as well as many others.</p>
